Telegram CEO Durov’s Travel Ban Lifted After Yearlong Probe
November 14, 2025French authorities have lifted all travel restrictions on Telegram CEO Pavel Durov, concluding a yearlong criminal probe related to content moderation practices on the messaging platform. The decision, dated November 10, removes a requirement that Durov report to police twice weekly and lifts a ban on leaving France.
Durov, a Russian-born French citizen, had been under judicial supervision since August 2024 after being detained at Paris-Le Bourget Airport. Prosecutors charged him with complicity in organized crime, alleging Telegram facilitated illicit activities by criminal groups through its encrypted platform.
Authorities partially eased restrictions in June 2025, allowing Durov to travel to Dubai, where he resides. Durov fully complied with supervision terms over the past year, leading to the current lifting of travel bans.
Durov maintains his innocence and asserts Telegram complies with European Union laws, including the Digital Services Act. He acknowledged the seriousness of the allegations but insists Telegram was not created for criminal purposes and pledged to strengthen moderation systems.
Despite the lifted restrictions, Durov remains under formal investigation in France, and his lawyers have filed legal motions, including a challenge to the procedural basis of the charges before the Court of Justice of the European Union (CJEU).
