November 14, 2025French authorities have lifted travel restrictions on Telegram CEO Pavel Durov, concluding a yearlong investigation into the messaging platform’s content moderation practices. The decision, dated November 10, removes a ban on leaving France and a requirement for regular reporting to police in Nice.
Durov, a Russian-born French citizen, was placed under judicial supervision in August 2024 after being detained at an airport. He was charged with complicity in organized crime, alleging Telegram allowed criminal groups to exploit its encrypted platform.
Authorities partially eased restrictions in June 2025, allowing Durov to travel to Dubai, where he resides. Durov reportedly fully complied with all terms of supervision, leading to the latest lifting of restrictions.
Durov maintains his innocence, stating Telegram complies with EU legal requirements. He has pledged to strengthen moderation systems to address illegal content.
Despite the lifted restrictions, Durov remains under formal investigation, and his lawyers have filed multiple legal motions and an appeal to the Court of Justice of the European Union.
